The Town of Foster Planning Board will hold a Public Hearing on Wednesday,
November 18, 2026 beginning at 7:00 P.M. at the Benjamin Eddy Building, 6 South Killingly
Road, for a property located at 0 Danielson Pike and 189 Danielson Pike Foster, RI identified
as Plat 10 Lots 22 and 22A with an area of 46 acres and located in a Highway Commercial
2 (HC2) zoning district. Danya Izzo (owner of Lot 22) and Robert W. Picillo (owner of Lot
22A) seek a Unified Development Plat Review approval for a combined Minor Subdivision
Preliminary Plan, Dimensional Variances, and to rescind a 1988 Zoning Board of Review
decision (No. 88-15) which determined that Assessors Plat 10 Lot 22 was not a buildable lot.
The subdivision requests to correct a prior recording in Fosters Land Evidence Record from
November 2, 1987, in Book 3, Page 40 that created Assessors Plat 10 Lot 22 and Lot 22A
without Planning Board approval. The request for Dimensional Variances seek relief from
38-192 of the zoning ordinance for minimum lot frontage and minimum lot width in a
HC2 zone. Sec. 38-192 requires a minimum lot frontage of 300 in a HC2 zone, and relief is
being sought for 50 of frontage on Assessors Plat 10 Lot 22. Similarly, 38-192 requires a
minimum lot width of 300 in a HC2 zone, and relief is being sought to have a lot width of 50
for Assessors Plat 10 Lot 22.
