In accordance with the Rhode Island Department of Environmental Managements (RIDEMs) Rules and Regulations for the Investigation and Remediation of Hazardous Material Releases (the Remediation Regulations), and the Industrial Property Remediation and Reuse Act, R.I. Gen. Law 23-19.14-5, Rhode Island Department of Transportation is providing notice to abutters that a Site Investigation for the above- mentioned property has been completed. The property is further designated as Plat 096 of the City of Providence Tax Assessors plat maps. The goal of the investigation was to determine the extent to which any historical activities at the property may have resulted in any exceedances of the RIDEMs promulgated soil criteria and groundwater objectives. The investigation involved sampling and analysis of subsurface soil. The results of
the investigation indicate that historic fill containing lead and several polycyclic aromatic hydrocarbons (PAHs) are present in excess of RIDEMs residential and industrial/commercial soil criteria. The proposed remedial alternative for the property is excavation of soil associated with planned stormwater improvements, encapsulation of residual soil with clean fill, and implementation of an Environmental Land Use Restriction (ELUR). The future use of the property will be for recreational purposes. RIDEM has determined that the investigation has adequately assessed the nature and extent of the contamination at the property and addressed all concerns in accordance with the Remediation Regulations.
There is a 14-calendar day comment period, commencing with the date of this notice, during which the public may review RIDEM records pertaining to this property and submit written comments regarding the technical feasibility of the preferred remedial alternative. Should you require additional time for review, a request for an extension of the comment period may be made to the Department. Requests must be received by the Department before 4:00pm on the final day of the comment period and may be made in writing to the address or email address below or by calling the telephone number listed below. RIDEM will consider all substantive written comments prior to issuing its final approval of the proposed remedial alternative.

De conformidad con las Normas y Reglamentos del Departamento de Gestin Ambiental de Rhode Island (RIDEM) para la Investigacin y Remediacin de Liberaciones de Materiales Peligrosos (los Reglamentos de Remediacin), y la Ley de Remediacin y Reutilizacin de Propiedades Industriales, RI Gen. Law 23-19.14-5, el Departamento de Transporte de Rhode Island notifica a los colindantes que se ha completado una Investigacin del Sitio para la propiedad antes mencionada. La propiedad est designada adems como Plano 096 de los planos del Tasador de Impuestos de la Ciudad de Providence. El objetivo
de la investigacin fue determinar en qu medida cualquier actividad histrica
en la propiedad pudo haber resultado en cualquier excedencia de los criterios de suelo promulgados por el RIDEM y los objetivos de agua subterrnea. La investigacin incluy muestreo y anlisis del suelo subsuperficial. Los resultados de la investigacin indican
que hay relleno histrico que contiene plomo y varios hidrocarburos aromticos policclicos (HAP) en exceso de los criterios de suelo residenciales e industriales/ comerciales del RIDEM. La alternativa de remediacin propuesta para la propiedad consiste en la excavacin del suelo asociado a las mejoras planificadas para el drenaje pluvial, el encapsulamiento del suelo residual con material de relleno limpio y la implementacin de una Restriccin Ambiental de Uso del Suelo (ELUR). El uso futuro de la propiedad ser para fines recreativos. RIDEM ha determinado que la investigacin ha evaluado adecuadamente la naturaleza y el alcance de la contaminacin en la propiedad y ha abordado todas las inquietudes de conformidad con el Reglamento de Remediacin.
Se abre un perodo de comentarios de 14 das naturales, a partir de la fecha de este aviso, durante el cual el pblico puede revisar los registros de RIDEM relacionados con esta propiedad y presentar comentarios por escrito sobre la viabilidad tcnica de la alternativa de remediacin preferida. Si necesita ms tiempo para la revisin, puede solicitar una prrroga del perodo de comentarios al Departamento. Las solicitudes deben recibirse antes de las 16:00 horas del ltimo da del perodo de comentarios y pueden enviarse por escrito a la direccin postal o de correo electrnico que figura a continuacin, o bien llamando al nmero de telfono que se indica ms abajo. RIDEM considerar todos los comentarios sustanciales por escrito antes de emitir su aprobacin final de la alternativa de remediacin propuesta.
