IN RE: THE NARRAGANSETT ELECTRIC COMPANYS APPLICATION FOR THE WOONSOCKET SUBSTATION NASONVILLE SUBSTATION 115 kV TRANSMISSION LINE REBUILD AND ALTERATION PROJECT FOR NORTH SMITHFIELD AND BURRILLVILLE, RHODE ISLAND DOCKET NO. SB-2025-01
NOTICE OF PUBLIC COMMENT HEARING
Pursuant to the provisions of R.I. Gen. Laws 42-98-7 and 42-98-9.1 and Rule 1.8(G) of
the Energy Facility Siting Boards (Board) Rules of Practice and Procedure (Rules), the Board will conduct a public comment hearing on June 30, 2026 at 6:00 P.M. at Burrillville Middle School, 2220 Broncos Highway, Harrisville, Rhode Island 02830.
The Narragansett Electric Company (Narragansett or the Company) filed an application with the Board to construct a new 115 kV transmission line between the Woonsocket Substation in North Smithfield and the Nasonville Substation in Burrillville which proposed line is referred to as the U-170 line on March 25, 2025. The project also includes the relocation and rebuild of the existing B23 115 kV transmission line between the West Farnum Substation and the Nasonville Substation. Both the new U-170 and the relocated B23 line are proposed to be located on the same set of new double circuit steel structures in the applicable rights-of-way.
At the same time, the Company is proposing to remove and relocate a distribution line existing in a shorter segment of one of the rights-of-way that runs east to west to the Nasonville Substation. This distribution line is currently attached to the existing B23 pole structures underneath the higher voltage circuits. The distribution line will be relocated to a separate distribution line circuit and new set of poles on the southside edge of the right-of-way. Currently, there is only one line traversing through that segment of the right-of-way. The relocation will result in two lines in that segment one large double steel structure containing the two 115 kV transmission lines and a second line with shorter poles comprising the relocated distribution line.
The approximate length of the project is 4.7 miles. The application is on file and available for public review at the Board office located within the Public Utilities Commission office building at 89 Jefferson Boulevard, Warwick, Rhode Island. On October 2, 2025, the Board issued its Preliminary Decision and Order and final hearings are scheduled to begin on July 29, 2026.
Pursuant to Section 1.8(G) of the Boards Rules of Practices and Procedure, the Board is holding a public hearing to hear comments from members of the public before initiating the Final Hearing in this proceeding.
