PUBLIC HEARING NOTICE
Notice is hereby given pursuant to Rhode Island General Laws 45-23-39, 45-23-42, and
45-53-4, and the Smithfield Land Development and Subdivision Review Regulations, that a
Public Hearing will be held at the time, date, and place indicated below for the purpose of
reviewing and considering a Major Change to the Approved Final Plan / Plan Amendment
for the Comprehensive Permit Application / Major Land Development Project known as The
Sand Trace, Phases I, II & III.
Time and Date of Hearing: Thursday, July 16, 2026
Meeting begins at 6:00 PM
Place of Hearing: Smithfield Town Hall, 2nd Floor, Crepeau Hall

The proposed Major Change concerns the revised configuration of Road B, which would be
extended to function as a through road with a permanent connection to the Mann School
Road intersection, replacing the previously approved cul-de-sac and emergency access
gravel road, together with related grading, drainage, sewer, water, and hydrant adjust-
ments. The public will have the opportunity to comment on the proposed change. The
proposed development may be revised by the Planning Board as a result of further study or
because of views expressed at the Public Hearing.
Availability of Information:
The revised plans, applicants summary letter, and accompanying documents for this land
development project are available for the public to review during normal business hours
at the Smithfield Planners Office, 64 Farnum Pike, Town Hall Lower Level, Smithfield, RI.
All persons interested in the above are requested to be present at the time and place to
be heard thereon. Facilities are accessible to handicapped persons. If communication
assistance (readers/interpreters/captions) or any other accommodation to ensure equal
participation is needed, please contact the Smithfield Town Managers office at 401- 233-
1010 at least forty-eight (48) hours prior to the meeting.
